The Strengthened Drought and Flood Management through Improved Science Based Information Availability and Management in Myanmar Project

1. Background

Climate Technology Centre and Network (CTCN) has been assigned by the United Nations Framework Convention on Climate Change (UNFCCC) to develop technologies to handle climate change adaptation. To achieve the goal, CTCN has assigned the National Designated Entity (NDEs) to allocate the suitable tools to the needs of each requested country. The Environmental Conservation Department (ECD), Ministry of Environmental Conservation, Myanmar, has been designated as the primary coordinating agency of Myanmar. EDC had requested a supporting equipment for water management and climate change adaptation, thus, CTCN entered into an agreement with DHI A/S, who is an expert in producing water management tools, for this request.

During 2018-2019, HII cooperated with DHI A/S under the Strengthened drought and flood management through improved science based information availability and management project in Myanmar which was funded by Green Climate Fund (GCF) The project aims to develop an equipment for supporting water management and climate change adaptation through the Climate Technology Center and Network (CTCN) web portal. HII has examined the accuracy of various satellite data and jointly developed the capacity of related personnel of the Republic of the Union of Myanmar.

2. Operation

HII and DHI A/S in cooperation with the Myanmar Institute for Integrated Development (MIID), the main agency for data acquisition and technical support in Myanmar, jointly organized 3 training sessions on the usage of Flood and Drought Management Tools under the Myanmar Flood and Drought Portal Training. The information of the 3 training sessions can be clarified as follows:

Session 1: 3-5 December 2018, 30 participants attended the training “Introduction to the Data and Information application”, in 3 topics; data and information, issue analysis, and water indicators.

Session 2: 1-4 April 2019, 30 participants attended the training “Climate and Crop Application” which is a tool that can calculate water demand requirements for agriculture and agricultural productivity. 

Session 3: 25-28 June 2019, 30 participants attended the training 3rd Myanmar Flood and Drought Portal Training under the topic “Final Technical Training and Workshop”.

Besides, these activities were trained to 10 agencies related to water management in the Republic of the Union of Myanmar including

3) Department of Disaster Management
4) Directorate of Water Resources and Improvement of River Systems
5) Mining Enterprise
6) Department of Agriculture
7) Hydro-informatics Centre (HIC)
8) Myanmar Timber Enterprise
9) Myanmar National Commission on Large Dams
10) Survey Department

HII participation in these activities has broadened HII’s knowledge on the usage of science and technology for water resources management and create collaboration opportunity with other countries.
